Do you notice most people you see ping by look doped up and look like they just came from a graveyard?

When I drove through Harlem last night, it looked like that. Thats not being prejudice or whatever you want to call it against Harlem, but everyone I saw last night, walked around so slow and started at the car like they were hypnotized. Quite a scary experience, and lot of places in the bronx are the same.
