Is the letter "Y" ever considered a vowel? Why?

Because every word needs a vowel sound. For example: Why and sky. it sounds like a long i.The other example are the words city or snowy, where it sounds like a long e. Sometimes even w acts like a vowel. In the word show the w acts like the second vowel and therefore the o is pronounced long.
