Is a simile considered a metaphor?

I've heard that they are mutually exclusive; however, the definition of metaphor does not exclude similes. They are both "comparisons of unlike things," but a simile specifically uses "like," or "as." Therefore, a metaphor is not necessarily considered a simile (if it does not contain like or as)--but is a simile considered a metaphor?
